Republican Lawmaker Urges Restrictions on Research Funding for 58 Chinese Universities and 62 Technology Laboratories

October 10

A Republican lawmaker has urged the U.S. Department of Defense to restrict American research funding for 58 Chinese universities and 62 technology laboratories.

Reuters reported that Representative John Moolenaar of Michigan, who chairs the House Select Committee on China, made the request in a letter sent to the Department of Defense.

The letter primarily requests the addition of 58 Chinese universities and 62 technology laboratories to the list commonly known as the "1260 list."

The letter states that these Chinese laboratories and universities are conducting research in critical technology fields such as semiconductor technology, artificial intelligence (AI), and quantum computing technology.

Under current regulations, the U.S. Department of Defense is not permitted to provide research funding to organizations collaborating with Chinese universities on the 1260 list.

The Department of Defense has determined that collaborating with universities on the list constitutes a compliance risk and could result in the loss of U.S. federal government research funding.

Additionally, last August, the Department of Defense announced that it would investigate whether 30 U.S. universities have collaborations with Chinese entities on the 1260 list.

Among the universities requested for addition is Tsinghua University, which has produced many of China's top economic and political leaders.

The advisory board of Tsinghua University's School of Economics and Management includes CEOs of well-known American technology companies such as Nvidia, Apple, and AMD, who personally participate with the aim of enhancing relations between American and Chinese companies.

Regarding this matter, Nvidia declined to comment, while Tsinghua University, Apple, and AMD did not immediately respond to requests for comment, according to Reuters.
